This surge in disapproval has led some to speculate that the data center boom may be on the cusp of collapse.
However, such predictions are premature and overlook the fundamental economic forces driving this buildout. The AI industry’s insatiable demand for computing power will continue to drive companies to find ways to satisfy this hunger, even in the face of growing local opposition.
The data center boom cannot be stopped by any means short of a collapse in demand or a significant shift in American politics. As long as there are jurisdictions willing to offer lucrative incentives and favorable regulatory environments, AI companies will find them. This is evident in the industry’s ability to navigate complex webs of zoning laws, permitting requirements, and local opposition.
More than 500 jurisdictions have enacted restrictions or bans on data center construction since the beginning of this year. However, these measures are largely symbolic. Only a handful of states, such as New York and Pennsylvania, account for a negligible share of total US data centers. Moreover, many of these restrictions can be circumvented by companies.
New development continues to outpace existing capacity, with 36 GW of data center capacity added to the US pipeline in the first quarter of this year alone. A total of 106 GW worth of proposed and active projects are awaiting construction permits. Even as half of contested data center projects fail, many still go undisputed.
The surge in mass resistance is undoubtedly significant but largely ineffective in halting the AI buildout. Unless Congress enacts a national moratorium on data centers, AI companies will continue to find willing partners among local governments and communities eager for economic growth.
Industry analyst Maya Bark notes that “at this point, we do not think the recent wave of opposition and policy intervention has materially changed our national capacity growth trajectory.” This assertion is likely correct, as the data center boom remains driven by fundamental forces that transcend politics: demand, supply, and profit.
A fundamental shift in the balance of power between industry players and local communities is needed to stop the data center boom. Until this happens, the AI buildout will continue unabated, reshaping the US landscape with every new hyperscale campus.
The anti-AI movement has much work ahead if it hopes to slow or halt the data center boom. However, for now, it appears that the backlash is only a minor speed bump on the road to a fully realized AI infrastructure. The industry’s sheer momentum will continue to drive growth, even as local opposition and policy changes aim to stem the tide.
The AI buildout’s unyielding force will require more than just moral outrage or regulatory hurdles to stop it. A profound reevaluation of America’s priorities and a significant recalibration of its economic policies are needed to slow this juggernaut. Until then, the data center boom will continue to tower over anti-AI forces, an imposing obstacle that seems nearly impossible to overcome.
